There is a lot of money intended to help people who are in need in this hard time, this is for them to get basic supplies such as food, get better education and help with their mortgage.

Conventional grants come in the form of tax subsidies to families and businesses. Sometimes they are created with the aim of encouraging some type of economic activity within certain area, for example, silicon valley has very lax tax regulation for the technology industry so it can maintain a certain economic level. The extent of benefits that a business may receive can vary, based on the business profile, growth plans and successes in their current, new or expanded locations.

The same goes for individual citizens, with the programs design for them. So the type of help that you might be eligible for ultimately depends on the area you live, and your social status.
